VACANT SITE ACTIVATIONS

Temporary uses at vacant sites to further neighborhood participation and investment.

Description

East Wheeling has numerous vacant buildings, empty lots, and underutilized spaces throughout the neighborhood. Finding creative ways to activate these sites until more permanent development occurs can increase community engagement while improving safety, appearance, and neighborhood vitality. Temporary uses may include community gardens, outdoor markets, art installations, pop-up retail spaces, neighborhood gatherings, performance venues, or similar activities that bring people together and showcase the potential of these spaces.

  • Increased activity and positive presence in previously neglected areas

  • Enhanced neighborhood safety through increased foot traffic

  • Improved appearance of vacant properties

  • Creation of community gathering spaces

  • Demonstration of potential for future development

  • Opportunity for local entrepreneurs to test business concepts

Considerations

  • Movable elements (i.e., planter beds, tables, chairs, lighting, etc.) can be utilized at multiple sites and be repurposed when an activated site is slated for development

  • East Wheeling Cooperative can incorporate project sites in their yearly performance goals to strategically activate priority locations

  • Temporary site agreements with property owners will need to address liability and maintenance responsibilities

  • Community volunteers can be organized for setup, maintenance, and programming of these spaces

NEIGHBORHOOD POSTS

Neighborhood posts implemented in residential areas.

Description

East Wheeling has many public spaces that currently lack community-focused signage and information hubs. Neighborhood posts could be implemented throughout residential areas to promote community culture and connection. These branded posts could feature neighborhood events, local business promotions, and community announcements.

Benefits

  • Strengthen neighborhood identity and pride

  • Support local businesses and entrepreneurs

  • Provide a platform for community voices and initiatives

  • Create visual cohesion throughout East Wheeling

  • Serve as wayfinding elements for visitors and new residents

Considerations

  • The post design would need to go through a community-led selection process, which East Wheeling Cooperative could facilitate

  • EWC will need to coordinate with Wheeling Public Works and local arts organizations to bring this project to the public realm

  • Weather-resistant materials should be considered for year-round durability

  • Posts should reflect the unique character and history of East Wheeling

5PM EVENT SERIES

Event series weekly at 5pm to build community engagement.

Description

Every weekday evening, residents of East Wheeling return home from work while others leave the neighborhood. This transition period presents an opportunity to build community connections and showcase local talent. Increasing the frequency of weekly evening events would encourage residents to engage with their community and create a vibrant neighborhood atmosphere during the early evening hours. These events could be hosted at different community spaces, local businesses, churches, or renovated properties being showcased by the Cooperative.

  • Creates regular community gatherings to strengthen neighborhood bonds

  • Provides a platform for local artists, musicians, and entrepreneurs

  • Increases neighborhood visibility and positive activity

  • Supports local businesses through increased foot traffic

  • Builds neighborhood identity and pride through consistent programming

Considerations

  • East Wheeling Cooperative has held similar events occasionally in the past; however, for this to succeed, the events would need to be regularly scheduled and well-promoted

  • To monitor efficacy, surveys could track attendance patterns and community impact

  • Events may need to center around food and family-friendly activities to attract diverse participation

  • Rotating locations throughout the neighborhood would help showcase different areas and properties for potential development
